Naqvi in Tehran: Pakistan's High-Stakes Mediation Role

Interior Minister Mohsin Naqvi arrived in Tehran on Thursday for high-level meetings with Iran's civil and military leadership, representing Pakistan's most direct engagement yet in efforts to broker a final settlement between Washington and Tehran.

With the U.S. framing these negotiations as a "final chance," the pressure on Islamabad's mediation team is considerable. Pakistan must navigate between Iran's 10-point proposal and American demands on nuclear enrichment and ballistic missile programmes.

"Pakistan has shifted from facilitator of short-term truces to a central node for a potential final diplomatic settlement."

The success of these talks may determine whether the current regional pause holds or dissolves into a more destructive confrontation.

IMF Wraps Visit; Budget Battle Looms

Pakistan commits to 2% primary surplus target as negotiations over the 2026-27 fiscal framework intensify.

The International Monetary Fund concluded its latest review visit to Pakistan this week with the government doubling down on an ambitious primary surplus target of 2% of GDP for the upcoming fiscal year. Budget negotiations are expected to continue in the coming days as the two sides work through the details of a demanding fiscal blueprint.

The IMF is projecting a federal revenue target of Rs 17.14 trillion, requiring Rs 430 billion in new budgetary measures. Among the most consequential proposals is a petroleum levy hike of approximately 18%, which could push the levy to Rs 100 per litre — a measure certain to raise costs for millions of households.

Simultaneously, the government is under pressure to expand Benazir Income Support Programme payouts to Rs 18,000–20,000 per beneficiary, a concession to the 40% of the population classified as economically vulnerable.

Despite the austerity framework, defence spending is slated for an increase of roughly Rs 100 billion — a signal of enduring strategic priorities amid regional uncertainty.

The Two Pressure Points Defining Pakistan's Moment

An editorial breakdown by Rooma Mehmood

1. Regional Diplomacy: The Pakistan-Led Mediation

Pakistan's role in the U.S.–Iran conflict has shifted from a facilitator of short-term truces to a central node for a potential final diplomatic settlement. Interior Minister Naqvi's presence in Tehran represents the most concrete expression of this elevated responsibility.

The core tension remains the interpretation of the ceasefire's scope. While Pakistan and Iran maintain that broader regional de-escalation — including Lebanon — must form part of the negotiation, the U.S. and Israel continue to frame talks narrowly around Iran-specific threats such as nuclear enrichment, ballistic missiles, and Strait of Hormuz security.

The success of these talks may well determine whether the current regional "pause" holds or dissolves into a more permanent and destructive conflict. For Pakistan, the diplomatic stakes have never been higher.

2. Fiscal Policy: The 2026-27 IMF-Backed Budget

The government finds itself caught in a difficult squeeze: it must satisfy the IMF's rigid fiscal benchmarks to secure $21.2 billion in external financing, while simultaneously addressing growing public demand for relief in a high-inflation environment.

The decision to phase out incentives for special economic zones by 2035 and centralise digital payments by 2027 reveals a clear shift toward a "level playing field" model. But the immediate pain for the average citizen — through higher fuel costs and broadened taxation — remains the primary political challenge facing the Shehbaz government.

The expansion of BISP is a necessary cushion, but it cannot fully offset the structural adjustment burden being placed on ordinary Pakistanis at a time of persistent inflationary pressure.
